Legal basis

The basis for notification is the amended Electronic Communications Act (Uradni list št. 109/2012; v nadaljevanju ZEKom-1), which came into force at the beginning of 2013. It introduced new rules regarding the use of cookies and similar technologies for storing information or accessing information stored on a computer or a mobile device of the user.

What are cookies?

A cookie is a small text file that is transferred to the user's computer when it visits the web site and usually contains:

  • the name of the server from which the cookie was sent
  • the lifetime of a cookie
  • value

The cookie itself does not contain or collect information. However, if it is read by the server along with a web browser, this can help the site provide more user-friendly services - for example, reminding you of previous purchases or user account information. Only the server that sent the cookie can read and use this cookie.

On a trusted website, cookies can enrich the experience. However, cookies may also be used in ways that constitute an interference with an individual's privacy. Cookies can be stored for a long time, only for the duration of the browsing session, or much longer.

Temporary or session cookies

They are valid from the moment the user opens the browser until the session closes or user closes the browser. Websites use them to store temporary information, such as shopping cart items, for greater online banking security, etc. Since such cookies are stored for a short period of time, their invasion of user privacy can be reduced.

Permanent or saved cookies (persistent cookies)

They remain saved even when the user closes the browser and ends the session. Websites use them for example to store registration information, page language settings, etc., as well as to build user profiles and analyze traffic. Permanent cookies can remain in your computer for days, months or even years.

Own cookies (1st party cookies)

Own cookies are from a site that the user views and can be permanent or temporary. Sites use these cookies to store information that they will reuse when the user visits the site the next time.

Other cookies (3rd party cookies)

They originate from other, affiliate websites (which, for example, display ads on an original website or measure traffic). In this way, third parties can collect user data from different websites and use them for various purposes, from advertising and analytics to improving their products. Such cookies may represent a major invasion of privacy of the user.
